Negin P. Roth

Negin’s practice focuses on civil litigation, primarily in the areas of employment, healthcare, and business disputes. Negin is a 2025 graduate of the Monterey College of Law. While in law school, Negin worked at a law firm and was involved in several clinics including mediation, unlawful detainer, immigration, and conservatorships. Negin has a strong foundation in litigation, legal research, client counseling, and trial preparation. Negin is also a California Notary Public.
Negin holds a Bachelor of Science in Molecular Biology and has professional experience in medical practice. Her background equips her with a thorough understanding of medical terminology, clinical procedures, insurance protocols, and HIPAA compliance. Negin’s ability to integrate her medical knowledge into her legal practice is particularly beneficial in healthcare law, medical malpractice, and regulatory compliance cases.

Elizabeth A. Herr

Elizabeth’s practice focuses on wealth transfer tax, estate planning, trust administration, and probate. She earned both her J.D. and LL.M. in Estate Planning from the University of Miami School of Law, where she completed the Heckerling Graduate Program.
Elizabeth has provided tax and estate planning services to ultra-high net worth individuals and families at both boutique and AmLaw 200 firms. She also worked with a California professional fiduciary company to administer primarily eight- and nine-figure trusts and estates in collaboration with outside counsel, CPAs, investment advisors, and beneficiaries. She prepares clients’ foundational and advanced tax and estate planning instruments and oversees administration to effectuate her clients’ wishes.

Kali N. Smiley

Kali’s practice focuses on civil litigation and employment law. Kali is a 2023 graduate of the University of San Francisco School of Law. While in law school, Kali externed at the U.S. District Court for the Northern District of California and the Superior Court of San Francisco. She worked as a research assistant for the USF law library and for a USF law professor. Kali was also the Editor-in-Chief of USF Law Review and participated in the National Appellate Advocacy Moot Court Competition.
Prior to joining Fenton & Keller, Kali was legal research attorney in the Criminal Division of the Superior Court of San Francisco and worked on various criminal legal issues.
Kali is originally from Hollister and is pleased to return home to serve the Monterey Bay community.

Alyssa Carbonel Matsuhara

Alyssa’s practice focuses on civil litigation and employment law.
Alyssa is a 2023 graduate of the University of San Francisco School of Law. While in law school, Alyssa externed at the U.S. District Court for the Northern District of California, worked as a research assistant for a USF law professor, and tutored for USF’s Academic Support Program. She was also Managing Editor of USF Law Review. Alyssa volunteers her time with USF’s Academic and Bar Exam Success Program, helping students prepare to take and pass the California Bar Examination.
Prior to joining Fenton & Keller, Alyssa was an associate attorney at a business immigration law firm where she counseled clients on a variety of employment-based immigration matters.

Rebecca J. Monroe

Rebecca’s practice focuses on land use and civil litigation. Prior to joining Fenton & Keller as an associate attorney, Rebecca served as an active duty Judge Advocate General (JAG) in the U.S. Air Force. In that capacity, she worked on a variety of legal matters, including government contracts, ethics, wills and estates, and administrative litigation. As a JAG, Rebecca gained substantial trial experience handling cases from investigation to final verdict as a prosecutor, defense counsel, and senior defense counsel in criminal litigation within the federal military justice system. She continues to serve as an Air Force Reservist, where she is an Appellate Defense Counsel.
Rebecca is a 2016 graduate of Texas Law at the University of Texas School of Law in Austin, and was subsequently admitted to the bar in Texas. Her clinic work, coursework, and internships focused on property, administrative, energy, and environmental law, and she was an editor on the Texas Environmental Law Journal and a member of the Environmental Moot Court Team. She was admitted to the California Bar in 2023.
After law school, Rebecca worked as the General Counsel to a Texas State Representative, the Texas House Energy Resources Committee, and a select committee during the Texas 85th Legislative Session. She also gained experience providing litigation support for an Attorney Ad Litem in Child Protective Services cases. She is a member of the Monterey County Bar Association and the Monterey County Women Lawyers Association.

Emmanuel Perea Jimenez

Emmanuel’s practice focuses on all aspects of civil litigation, including employment law, trust and estate litigation, and business law. Emmanuel is a 2021 graduate of Duke Law School. While in law school, he was a member of the law review and volunteered his time by providing legal services to veterans and participating in Duke’s Civil Justice Clinic. Emmanuel also externed for the United States Attorney’s Office where he tried misdemeanor cases in federal court.
Prior to joining Fenton & Keller, Emmanuel clerked for the United States District Court for the Southern District of Texas. As a law clerk, he conducted legal research on a wide variety of civil and criminal matters. He also conferred with judges preparing to hear and decide motions and preside over trials.
Emmanuel is fluent in Spanish and is a 2013 graduate of Carmel High School. As a Monterey County native, he is excited to work with individuals and local businesses.

Christopher J. Nannini

Christopher’s practice focuses on civil litigation, business litigation, employment law, and trust and estate litigation. Christopher began working for Fenton & Keller in 2022, assisting in civil litigation, employment law, and business law. While attending Monterey College of Law, Christopher was a Heisler Moot Court Finalist and upon graduation, Christopher received an award for Outstanding Academic Achievement. In addition to his law degrees (J.D. & M.L.S.), Christopher holds an M.S. in Medicinal Chemistry and Marine Natural Products from Oregon State University and an M.S. in Operations Research from Naval Postgraduate School, Monterey, California.
Prior to joining Fenton & Keller, Christopher served in the U.S. Army, specializing in the defense against chemical, biological, radiological, and nuclear weapons, and operations research. Christopher also taught chemistry at the U.S. Military Academy and operations research, systems engineering, and computer science at the Naval Postgraduate School. After retiring from the U.S. Army in 2014, Christopher helped organizations shape and assess operational and strategic objectives. Christopher has been recognized for developing decision support tools and performing data analysis to inform Joint, National, and international security decisions.

Tara L. Clemens

Tara represents clients in a broad range of matters, with a primary focus on trusts and estates issues, and corporate transactions. She enjoys combining her litigation, corporate, and transactional experience with a thorough knowledge of probate law to provide comprehensive representation of professional fiduciaries, personal representatives, conservators, trustees, beneficiaries, heirs and other interested parties in a full range of contested and uncontested matters involving the administration of trusts and estates. Tara also provides estate planning services and is experienced in corporate transactions.
Before joining Fenton & Keller in 2022, Tara represented proposed conservatees in conservatorship actions and clients in various probate matters. She also gained experience working for an international law firm assisting in the representation of public and private sector clients for a variety of litigation and corporate matters, as well as business transactions, and nonprofit and corporate formation and governance issues. Tara’s foundational experience makes her uniquely adept at advocating for and assisting clients through what are often very difficult issues, whether walking through the planning process with estate planning clients, helping clients with the administration of a trust or estate after the incapacity or death of a loved one, or resolving trusts and estates disputes with other parties.
Fully committed to serving the local community, Tara has presented on business topics through the Monterey County Business Council, is a current board member and secretary for Legal Services for Seniors, and volunteers through her church involvement and other local organizations, including as a scoring attorney in Monterey and Santa Cruz counties for the California Mock Trial program. In her leisure time, she enjoys hiking, travel, and exploring the opportunities life along Monterey Bay has to offer.

Bradley J. Levang

Bradley’s practice focuses on employment law litigation and counseling, and general civil and business litigation. He advises and represents employers regarding employment matters, including wage and hour class actions, discrimination, retaliation and harassment litigation. Bradley also counsels employers on wage and hour policies and practices (e.g., meal and rest periods, wage statements, hourly and overtime pay, regular rates of pay, termination, handbook policies, etc.), and compensation matters such as commission agreements and incentive programs.
Prior to joining Fenton & Keller, Bradley worked for a Central Valley law firm representing agricultural, manufacturing and hospitality employers in labor, employment, and wage and hour matters, including large wage and hour class action lawsuits; discrimination, harassment and retaliation lawsuits; disability accommodation litigation; and business-related matters, including confidentiality, non-disclosure, and arbitration agreements.
Bradley has experience representing clients before various federal and state courts, appellate courts, and also administrative agencies, including the California Labor Commissioner, the Civil Rights Department, the Equal Employment Opportunity Commission, the Employment Development Department, and the United States Patent and Trademark Office.

Carol S. Hilburn

Carol’s practice focuses on business, real estate transactions, corporate, nonprofit and business law. Carol began her legal career in 1971 in New York and also practiced law for 25 years in Texas before joining Fenton & Keller. As associate general counsel for a major publicly held corporation, Carol advised management concerning all types of transactions, including complex securities matters, contracts with suppliers and customers, sales of assets, franchisee incorporations, outsourcing, and compliance with federal regulatory requirements. She developed executive compensation strategies and advised on ERISA and employee-benefit matters. She has handled all aspects of shareholder relations, sensitive issues concerning stock transactions, insider trading and disclosure responsibilities.
